In order to enhance the management for enterprises that accept subsidies from carrying the business in recycle and treatment of wastes under mandate, so as to improve the efficiency in the application approval and to provide consultation to the applicants, the project has implemented and achieved the following 4 subjects. (1) Assistance in both documentary review and field investigation for the approval of application for subsidy. A total of 591 applications were completed including 63 field investigation. In the recent 3 years, the reviewing days required for each case were about 16 days and remained steady. In addition, the consultation provided to applicants has increased the rate of on-line application (targeted at 75%) to reach 78.7% which also effectively facilitated the operation for electronic application management. (3) Reviewing the application for certification to off-set the procurement of waste recycle and treatment equipments or technology investment. The project has completed 63 applications for the off-set of investments that totaled the amount for NTD 219.2 million. (3) Assistance and supervision to environmental protection bureaus in the overall auditing and consultation to the recycle and treatment business. The auditing and consultation to 1,545 recycle and treatment enterprises has achieved the rate of 100% auditing (the number of enterprises audited was 1,545/the number of enterprises already registered was 687), which surpassed the originally set target and achieved the goal of strengthening pollution prevention and upgrading the image of the industry. (4) Assistance to the consultation for the recycle and treatment business. The project held 10 seminar meetings in Taipei, Taichung, Yilan and Kaohsiung, as well as established the information hotline to provide more than 3,469 times of consultation to business operators, and made examples for references to applicants for the subsidy so as to expedite on the application process. The project made the following suggestions: 1. To evaluate in reference to the Management Regulations for Public and Private Waste Clearance and Disposal Organizations. 2. To keep promoting and assisting business operators for on-line application, 3. To make revision to the recycle and treatment business management project for the year 2011, and 4. To draft necessary measures for the collection of review charge.
